It seems like it only fits on the shaft one way, if I remember correctly. The thing that throws you off is that you think there is some exact postiton that the arm needs to be in when you mount the motor. However, the way the motor works is that it just starts turing in one direction to open the recirc flap for a fixed period of time. When the arm reaches the stop on the housing , the motor is still trying to force the arm to turn. When the recirc flap is closed, the motor turns the arm in the other direction until it hit the other stop, and keeps chugging for a fixed time period.
What I did is I hooked up the motor without mounting it to the heater box. I then turned on the car and cycled the recirc button on the ACC a couple of times to convince myself that the thing was working.
Leave the motor in the open position (recirc off) when you mount the motor. The only other tricky thing is you have to engage the flap rod onto the motor arm tab when you mount the motor. I think the WIS suggests using a screwdriver to jiggle the rod onto the tab on the arm.
