It is important to drill the hole in the center and straight. I start by punching a dimple in the center of broken bolt to discourage the drill bit from "walking towards the outside". You want to use very sharp bits (since you are buying a new you should be good there). As Stephen said, start with the small bits and work your way up.
another alternative is to drill it out and helicoil it.
