Well, 13mpg is just not right and that much can't be from mis-alignment (unless off the charts bad, even so). I would check the compression in each cylinder and see what you get. I assume it is not throwing any computer codes. You should be getting about 20+ in even city driving. And about 26+ in highway driving at speed. Type of gas may make a difference, but not a ton. 1,2 mpg from experience.
Also, double check the milage (assume you have done this), but if the computer setting is off for the wheels, maybe, again, this is a long shot if the tire circumference is correct. Usually the 9-5 MPG is almost 100% on if the tire settings are correct in the computer (tech 2 I am afraid).
After that I guess the timing belt could be 1 cog off, but then it would run pretty rough I would image. Anything more than that would be an issue with timing and collisions in the engine.
Only other thing would be some sort of vacum problem. Also make sure it is not in limp mode. When v6 goes into limp mode a little bit hard to tell, but you won't be able to use cruise control.
