If it were not for the ACC resetting and the radio locking up, I would say you had an ABS module on the way out. The ABS modules failing are a very common concern and can be fairly inexpesnively repaired.
Because the radio is locking up and the ACC is resetting it seems more like a low voltage condition. The DICE module stores the car's VIN and low voltage there would cause the radio to lock up. I was just looking at the wiring diagrams for your ABS,ACC,and DICE. All the ignition on (+15) fuses that supply those modules are fed by the blue/red wire from the ignition switch.
