Moisture in the top of the dipstick tube under cold/damp/short trip conditions is normal, and won't be resolved with a new PCV. PCV kit is intended to reduce crankcase pressure and mitigate issues with oil leakage. Install is straightforward but does require working from under the car by feel, accessing bolts and hoses that you can't see. Takes a couple hours anyways.
