IIRC, there are no more than 8 or 9 that are "always on". Two for the tach, three for the speedo, and two, maybe three for the fuel\temp\turbo bit. There is another one for the odometer, but that's a different bulb than the rest.
Quite often, you can swap bulbs around to get all your illumination bulbs working. There are bulb positions for other markets or options or versions of the car that may have a bulb installed, even though it's not used. For example, if your car is an Automatic, it still has a slot for the "Shift Up" light, and in 1999 & 2000, there were bulbs there in my cluster. There's a green light that shows the "parking light" symbol (look on your headlight switch) that isn't used in the USA that may have an unused bulb. There is a spot for "ACS" (Automatic Clutch System, aka "Sensonic") that never made it to production cars, but the cluster has a spot for it, and often a bulb. If your car doesn't have TCS, there's TWO bulbs you could swap about.
