If the gauge stops at the end of the white arc, and does not go at all onto the yellow, and you have completely ruled out all the rubber bits, the turbocharger is 99% likely to NOT be turning. A wastegate actuator can fail, but I'm almost certain it cannot fail and leave you with no boost at all (unless the valve can physically block the turbine from turning. most can't do this, but...). You'll always get something showing, even if it's only a needle's width or two. For a boost pressure electrical failure, the failure mode is either no boost retardation at all (way into the red), or "base" boost, where you'll get noticeably into the yellow, but performance will be off.
To completely rule out any instrumentation problems (the boost gauge in a 9-5 is electronic, not mechanical), get a mechanical boost gauge on the motor.
Sometimes, a visual check of the hoses is not sufficient. I had a 900 with a similar problem, and only after removing and handling the large rubber hoses that connected the larger aluminum pipes could the hole be found. It was merely a slit, basically invisible to a cursory inspection by eye, but when the boost came on, it may as well have been a two inch hole.
