The little angle bracket and bolt is only to hold down the pipe into air intake pipe, not to tighten it down snug.
When the o-ring gets old and smaller, the pipe is allowed to rattle around quite a bit (that's why the aluminum shavings) and the pipe gets deformed below the o-ring.
I sometimes have to drive a socket of perfect size into the pipe opening to widen the pipe so that it doesn't move around so much in the turbo air intake pipe.
