What is a "basic PC interface"? The Tech-II connects to the MIU through the diagnostics connector (not standard RS-232). The MIU can route traffic from the two CAN Bus networks in the car. The SID is located on the instrument bus, I-BUS.
Some companies sell adapters for the diagnostics connector that will allow you to listen in on the network traffic, but I have not heard of anyone actally doing any reprogramming of the SID. Several ECU tuners in Sweden download new software to the Trionic 7 ECU through the diagnostics connector.
It is just a lot of reverse engineering. We can do it here in the EU as this is explicitly allowed in the law (to reverse engineer a product to be able to use it or to be able to connect it to something) but not in the US due to the draconian Digital Millennium Copyright Act. Saab owners in the US better stay away from that diagnostics connector...
