Extra gasket after turbo job

OK, I replaced the center portion of my GT15 turbo and have two problems. 1- The extra gasket in the picture shown here. Have searched WIS and the EPC and can't find where it goes to save my life. It isn't the o-ring on the bottom of the cobra pipe, that is really an o-ring and this is a gasket. It isn't from the new oil filter I installed because I have taken that off and put it back on, and besides this one is too small. It has a 'step ridge' if that helps any.
2- After taking precautions to get the oil in the turbo as instructed, when I put the DICs back in and started her up, all of the engine oil came right out of the bottom of the car. It looks like it is coming from the top of the oil filter or maybe the banjo fitting right above the filter. Getting new copper washers for that banjo bolt today, but I did re-tighten that fitting and triple check it and each time all of the oil comes right out. After the first time I was smart enough to catch it all in a pan. Any ideas? -JerryC
