Both can make a significant difference. My lowered 9k CS with 185 Blizzaks was almost unstoppable. Drove through >12" of snow, climbed up hills and stopped with relative ease. My 9-5 wagon with 205 Dunlop Wintersport M3 were only ok when the tires were new, and quickly got worst the following winter. Spun tires trying to get started on an incline, slipped and skidded in modest snow accumulations, got beached several times in 12+" snow. Great for cleared highway driving though. The fact that it's an Aero with lower ground clearance prob didn't help. The following winter, I mounted the same set of Dunlop Wintersport tires and wheels on my 02 9-3 SE, and winter traction was noticeably improved, but still nowhere near as good as my 9k/Blizzak setup. I'll be trying more aggressive snow tires next winter.
