Is it a SportCombi? I had a similar problem on my 02. The plastic baffle (which I understand from my indy that the sedans didn't have) came loose and stuck the float for the gauge. You can remove the baffle by pulling up the carpet in the back and popping off the tank lid. The only problem with that is that you'll hear a little sloshing on rare occasions when you stop and shut off the car, but if it's loose you probably already are.
My gauge worked most of the time after that, but often just dropped to empty for no reason. Was mainly just annoying, and would sometime pop back up to work right after a fillup.
