Electronically limited top speed

Earlier 9-5's (in N America) had the following in the Owner's Manual (Pressure Gauge description):
"If the speed exceeds 149 mph/240 km/h
(155 mph/250 km/h, 9-5 Aero) the increase
in speed will be limited by the lowering of the
boost pressure. The pressure gauge then
moves towards the middle of the orange
zone, indicating reduced engine output and
thus reduces the speed of the car as well."
By 2007, it had become:
"When the speed of the car exceeds 130 mph
(210 km/h) acceleration is limited by a
reduction in boost pressure. The turbo
gauge will move to the middle field, indicat-
ing a drop in engine output and conse-
quently a reduction in vehicle speed."
Anybody know where these numbers came from?
In a discussion with coworkers, they stated they've had some GM cars with 100 mph limits, I think co-worker with RX-8 said his was 130 mph?
IIRC, the superbikes had an European Union limit of 300km/h, and I think this was carried over to N America. So I don't think there's any federally mandated limit for cars?
