Your trunk lid liner will have two bristle stick pins located near the center of the liner to hold it in place, these holes are one anchor point for the two loops. Feel with a finger tip about 3-inches above the bristle pin heads (with lid open) and you will detect a covered hole behind the liner, this is the other anchor point for the loops.
From a salvageable early 9-5 you will need to fully remove the center pin in the visible expansion rivet filling the lower hole. Then rotate the loop up wards as the top hole is occupied by an short L-shaped peg.
Remove the bristle pins in the recipient car and use an Xacto knife to cut away the liner above the hidden holes. Insert the L-leg, rotate down wards and push the expanding rivet into the lower hole, then insert the center pin in the rivet.
I have one loop with a broken L-leg that still holds properly. The other has a fully intact L-leg but two segments of the expansion rivet broke during removal from my 2000, this is the one that keeps falling off. Removing these loops without damage from an early car requires more care than I used. Twelve year-old plastic doesn't have much ductility.
