At least here in CA, if you don't agree to the charges before the work start, they are not allowed to go ahead with the job and charge you for it.
So if you feel it is too much, you might be better off towing it to your independent shop. You still probably have to pay for the diagnose whatever you agreed on they charge for that.
Why did the TWICE needed to be replaced? Did you know when you dropped off the car that the TWICE was bad and you told them to replace it no question asked?
Or was it a funky intermittent problem that took quite awhile for them to fault trace and finally lead them to that the TWICE unit was the problem?
