I think to a large extent, problems were solved + 2004+ is pretty good in that respect. Some issues remain, but your 1999 was essentially a first model year, so not a big surprise that there were some problems. Don't buy a first model year car...
The thing with 2004+ is more GM beancounting got involved + stuff got taken out/cheapened (the leather quality, some features, the radio became more generic in 2006 etc etc)... but in terms of reliability, 2004+ so far is pretty good... things like sid pixel loss, sludge, "bad" headbolts, etc from the earlier cars were fixed. We're really happy with ours!
As an engineer, I would say one still has to take ownership of contracted parts - sure a problem may appear on the supply end, but there are issues of spec + working with suppliers to get it right. But it is not unusual to have issues there + all manufacturers run into this...
