Since this is an Arc, you should have (if you are selling)/get (if you are buying) the records regarding replacement of the timing belt, pulleys and tensioner at or near the 60k mark.
If it was never done, or no records exist, I'd definitely pay no more than $1,500 under any "book" value.
If the belt only was done (as was Saab Warranty practice) at/near 60k, I'd still pay under book, as the whole job needs doing in 20k.
If all the records exist, for all the parts, then I'd pay a lot closer to book, but still, with 65% of the belt life already gone, that'll be worth something to me.
Two years ago, I bought my 2000 SE. As it was being offered well below book, I took a shot, even though only the belt was changed near the 60k mark. Within 5 months, I had the belt, pulleys, tensioner, water pump (every second timing belt, whether it needs it or not, since you're in there) and serp belt all done to the tune of about $1,400.
Before that, I bought a 2002 Arc, also being offered well below book, with no records at all of the belt having been done. I gingerly drove that to my independent Saab wrench for the "Full Monte", PLUS the oil cooler cover and thermostat.
