When my compressor engages, the RPM does not bump up then go down. I seems to me your compressor is not engaging. Disconnect the compressor electrical connector behind the headlight and check for 12 Volts on the plug when the ACC is set to LOW and the car is running. If you don't have 12 Volts, then work back through the system-connector, relay, fuse, pressure switch-until you find the problem. If you do have 12 Volts at the plug, then the clutch is not pulling in. Check the clutch winding for continuity to ground. If you have that then the air gap may be too large. On other cars there are washers you can remove from the clutch to narrow the gap. I don't know about this compressor specifically.
