As I understand it, if the engine is cranking, the starter is turning over the engine at a low RPM. The CPS is responsible for assessing the RPM as part of its function. If it is bad, it will not perform this function. In a fully functioning car, pull the fuse for the fuel pump and crank the car over for a few seconds. You will see a low level RPM displayed on the tach.
