When you mix metals, you run the risk of galvanic corrosion. The combination of stainless steel screw, aluminum license plate and mild steel mount probably causes a problem, especially in a high salt area.
On the other hand, in Virginia, I had stainless steel license screws (not original) in my one car for 15 years. When I had to take off the plates (the plates were 20 years old) the screws came right off.
