When the neutral safety switch is operated (Park or Neutral position of thre shift lever) the switch completes an electrical circuit allowing one to start the car. You can check switch operation with an inexpensive VOM (volt-ohm-meter); use the resistance measurement function of the meter. Good continuity (when the switch is operated) should be <1Ω. When the switch is not operated the resistance should be ~.
