Because it is no guarantees that the valve and seal will not start to leak at some point even when it is left dormant.
Not all valve leaks only when A/C is applied, some leak just for the heck of it.
And replacing the hose package eliminates another brewing problem that has been a problem since 1984 with the introduction of the 16V engine.
The attachment coming out of the cylinder head where the hose makes a 90° bend is the weakest link of the hose together with the upper radiator hose where it attached to thermostat housing.
At some point the rubber will have deteriorated and ballooned up to the point where it burst open.
Replacing the hose takes away that problem for many more years.
