If the lamps are Xenon/HID, then it is probably just that the HID capsules are LONG past their use-by date. A fresh pair will likely cure the problem (See pic below to tell the difference).
As for the light switch, are you talking about DRLs? Standard US programming has DRLs (Daytime Running Lights), which can be turned off by removing a fuse. Some people don't like DRLs, so remove the fuse, and do without. Personally, I set mine to one of the other modes with Tech 2, and I have all parking lights - including the small ones inside the headlight unit - as DRLs with no headlamps until I move the switch all the way right.
As for the PRNDL console, bulbs burn out. That's their thing. It just needs to be changed. Since you have PRNDL in the MIU (Main Instrument Unit), it may not be needed, unless you have a particularly anal inspection process in your state (those are LEDs and will never burn out). It's not hard to change (Instructions can be found on this board), but you probably don't want to pay a mechanic an hours labor to change a two-dollar bulb...
