On my last 9-5 (the one that hit a bear...), I had a similar problem. The cabin fan seemed to run like mad, but didn't seem to be doing anything.
I changed the cabin filter and found the housing chock full of leaves and other detritus. After a lengthy time with the shop vac, I got it all out, installed a new cabin filter, re-calibrated the ACC, and the fan was much better behaved after that.
Sometime between 1999 and 2000, Saab changed the design of the panel with the air inlets under the wipers, making the "screen" much finer and letting in a lot less stuff. You still need to keep that area clean, as leaves or pine needles can build up and get down in the fan area and slow things down.
