Roger, if it is like years, you should be able to take it out and clean it. I did so on an '02 and got 95% improvement. I would take it out and use compressed air first, then something like a contact cleaner, then follow with a silicone spray lube. I usually try to keep everything out of lock cylinders except dry graphite, but that did not work for me. I had to really flush it with WD-40. The first link below highlights the procedure (not sure if it will apply to your year though) and the second one shows you are not alone! -JerryC
