You misunderstand.
The low friction piston rings are installed from factory to save gasoline and produce nice high mpg figures for the books and the window sticker.
Is the shop a Saab specialist or more of a general repair shop. They might not know the short comings of these engines and that particular leak (picture). Just about 100% of all the 99 and up Saab's I see leak there or will leak there a few years from now.
I have even heard some shops modifying the 98 and older fiber head gasket for the B204/234 engine in an attempt to stop the leaks instead of using the sheet metal gasket that the B205/235 use.
But in your case it might be that the head is removed again together with the timing cover and reseal all of it.
