I am assuming that the car is also throwing a code? If not it is strange. If you are getting a siren and the keys are not working (locks, etc), but the car still turns over, it *might* be in immobilizer mode. Double check the battery voltage and or new battery (if not already). Check for codes, etc. Just went though this. I assume no water in the car under the driver's seat.
You have to do a starter fluid test (spray some in throttle body). If it hits then either fuel pump and or immobilizer mode (turns off fuel pump, but will be a code if so). If no code then probably fuel pump. Can also bypass the fuel pump relay (how to on the board).
