Old thread I know but did you ever figure this out? I have the same problem on my 2007 9-5 Aero SC. I bought it as a CPO so I took it back to the dealer about 3 times telling them that I never could put more than 16 gallons in the tank even when it reads "Refill Fuel Now" which means about 15 miles to empty. I have even run out of gas in it when I was only about a miles from the gas station. This problem annoyed me beyond belief and I finally just accepted that I have a 16 gallon tank and always subtract about 50-60 miles from the DTE number.
