I think this dynamic vs staic load discussion is misguided.
I suspect that the primary concern with the heavier load designation is sidewall construction to limit flexing, and the subsequent heat generated.
Evasive maneuvers (and such) would be a very intermittent occurrence, vs continuous application of a heavier load.
Now if you're subjecting the tire to frequent evasive maneuvers, then you're more into the high-performance tire category. They would also typically have higher temperature ratings.
I'm sure I'm oversimplifying, but I might assume that a particular tire might be able to be rated 97 weight with an "A" temp, or 91 with an "AA".
Hmm, well that last sentence might be wrong, but I'll stick with those preceeding it.
I should add (lest someone else does) that tire performance capabilities are also affected by rubber compound and tread pattern.

If one is merely considering a purely static load, I suspect it's at least 3-4 times the load rating.
