The gauge is computer driven. The computer expects the car to become fully warm within a specific time frame, depending on the starting temperature. IF it does not, the computer "knows" that the thermostat or the sender is not working correctly. The code that goes with the "check engine" light is something like "engine too cold." At the same time as it sets the code, it drives the gauge to the bottom peg as a means to attract your attention. Why do I know this?
The first time I replaced the thermostat, using an OE style "Whaler", the engine warm-up rate never was like when the car was new. And it occasionally would throw a code, like yours. Replaced it with an "OE Style Stant" from RockAuto, and the car behaves like it did when new, coming off the peg almost at the end of my driveway. I did replace the temperature sender at the time, but I suspect the old one was fine.
