Is the ride height OK? If it is too low you will get lots of camber that is hard to correct. How about the upper lateral outer bushing. Is that off center a bit as in worn?
In my opinion shims are a last resort after you have fixed ride height with spacers and bad bushings in the lateral arms. Shim are the last thing you do if fixing the rest mentioned above does not work.
