Cylinder issue

I have a 2003 9-5 w/155,000 miles. The car is running rough and is going thru oil - not sure what rate but around 2-3 quarts in 1400 miles. I opened up the spark plug gallery and found that a small puddle formed around the #3 cylinder. Compression is as follows:
#1= 160 psi
#2= 180 psi
#3= 160 psi
#4= 170 psi
Could this be rings? Valves? Could the rough running be something else entirely?
