2-3 quarts in 1400 miles is a lot and you probably have piston ring issues creating blowby. But that will not leave oil around spark plug and you might have a leaking valve cover gasket or it could be the ignition coil leaking oil and that could explain the rough running.
Compression reading is nothing abnormal but piston ring issues will not show up on a compression test if it is only blowby and oil consumption. Only very bad rings or valve will give you a bad compression and in those cases, you already hear that from the uneven idling it creates.
