It's no easy tests that can be done.
With the help of the Tech 2 scanner it might be possible to see if the signal from gas tank is wrong and in those cases maybe the fuel pump/sending unit is the culprit or that your car has been retrofitted with the anti slosh baffle early in its life and that one is getting entangled with the fuel level float.
This is what it looks like and I pull it out and discard in on all cars when changing the fuel pump.
It's one of those lesser smart things Saab came up with to please people.
It could also be in the wiring and or fuel gauge itself but that could be a lot more difficult to pinpoint since I just recently went around in circles trying to find the problem on a similar car and still don't know for sure if I found it when pulling out the instrument cluster and check all connections and grounds behind it.
