"This is often caused by not shutting the car off when refueling. The gauge isn't "live" like it was in the olden times. Part of that is to help prevent wild fluctuations in the reading. In most cases, if the car is shut off when refueling, and filled, the gauge will pop straight to the top on restarting."
I do not believe it was any software damping. I think it was a physical sticking as it would pop up after hitting a bump or driving for a while. Regardless, that is not the problem I am having now. The fuel gauge is just plain wonky.
