Unfortunately the Saab cat test is not in compliance with what EPA mandates to satisfy OBD2 readiness.
You can run that test over and over but it will not set cat monitor to ready.
Since you have a Tech 2, drive the car and monitor the rear O2 sensor and what it is doing during steady cruise at around 40-50 mph with as steady gas pedal as possible.
If the rear O2 sensor is fluctuating for every little input from the car slowing down or speeding up due to road structure or input from gas pedal, the cat is probably weak enough to not set readiness but still good enough to not set the P-0420 code.
With a hot cat, the rear sensor should be fairly steady at one voltage (roughly 0.6-0.7V) during steady cruising but if it easily fluctuates between 0.1 and 0.9V, the cat is weak.
