Paint cracks are almost always down to the metal. The only way to repair them is to strip the part down to the metal and refinish it.
I had this on my '80 GLi, and such cracks were more common back in the day. It often appears on cars' hoods b/c of the engine heat. But these days, it is rarely if ever seen. I would suspect the hood has been repaired at some point.
