The EVAP canister contains carbon pellets. These are designed to absorb fuel vapors and "store" them temporarily until they can be burned in the engine at some point. The system was originally designed to eliminate venting the fuel system to the atmosphere, where fuel vapors could go on a hot day, or, when you filled the tank. These days, it also provides the vapor recovery at the pump.
I really don't know if the canister could get clogged and cause the motor to smoke. Perhaps it if got oil in it, but I'm at a loss to figure how oil would get into the system in the first place.
