So how's the automatic transmission supposed to behave?

OK, I recently did the cam-belt and related components on my 2002 V-6 Arc. One thing I changed was the thermostat. Our lovely SAAB Dealer here in Portland did the stat at 60K. So for over 55K miles, whenever I let my foot off the gas, the tachometer was dropping to around 1000-1200 RPM. This makes going down a grade difficult since I have to ride the brakes to maintain correct speed. Now that I did the work on the car, and used a 198 degree thermostat, unlike the 70 degree C stat that I took out, the vehicle's tachometer doesn't change at freeway speeds when letting foot off gas pedal. So I'm theorizing that the 70 degree C (158 F) stat was not allowing the torque converter to go into lockup. Could this be and is the behavior now where the torque converter doesn't unlock, keeping the tach essentially the same when letting of the gas, correct behavior?
