It can be very difficult to determine exact location of the oil leak when it comes from that area since the tensioner body is just a few mm from the head gasket/engine split and it's cramped quarters with hoses and motor mount brackets and such.
So the key point is to clean off the area bone dry with brake cleaner and then get a good viewing angle with a mirror and flash light so that you have a perfect view of the bottom of tensioner body and the surface split and see where the oil start to come out first when engine is fired.
Yes, the tensioner is fed with oil so if the O-ring behind the 12 mm hex head cap is bad, it will leak out there or if the big sealing washer between tensioner and head is bad or if the tensioner is not tight enough.
I don't think you would need a new tensioner since they just about never goes bad but only a new O-ring and sealing washer if that's the source of the leak.
