It signals a small leak in the fuel vapor recovery system (EVAP).
The odd thing is that the code defy logic in your case since the EVAP system should not run a test and set code when gas tank is above 3/4 full or below 1/4 full which it sounds like in your case it is doing the opposite.
Also, a small EVAP leak can be very, very difficult to find just by examining the hoses and such but start with looking at the o-ring around gas cap. If you see any small cracks in the rubber, replace the gas cap.
Depending on the year of your car, you could also have a crack in the gas tank around EVAP tank pressure sensor setting off a code like that but as I said, it is weird that the code seems to set when the fuel injection system should be inhibited to perform the EVAP test.
Catching small leaks like that I use a smoke machine that pushes smoke through the pipes from engine compartment back to gas tank and then I look for traces where the smoke comes out.
