don't know if it's the same for your car as mine (2005 9-5 aero wagon)
Here's the instructions:
To remove
1.Remove the headlamp.
2.Remove the washer jet with associated check valve by pressing in the clip on both sides with two screwdrivers.
3.Remove the bolts
4.Remove the bumper mounting bolt.
5.Carefully press the bumper lugs out of the bumper member mounting.
6.Lift the telescope cylinder up out of the bumper member
7.Detach the washer hose and remove the telescopic cylinder.
To fit
1.Connect the washer hose.
2.Position the telescope cylinder in the bumper member.
3.Carefully press the bumper lugs into of the bumper member mounting.
4.Fit the bumper mounting bolt.
5.Fit the telescopic cylinder with the screws.
6.Fit the clip to the washer nozzle.
7.Fit the washer nozzle to the telescope cylinder.
IMPORTANT: Check that the clip locks correctly. If not, use a new clip.
8.Fit the headlamp.
Step 2 directs "remove washer jet and associated check valve", so I would guess it is in that area.
In my experience, the check valves are always pretty close to the nozzle.
