I'd say that 95% of the time, the root cause of the problem is that the rain sensor is making poor contact with the windshield. Usually the problem appears after a windshield gets replaced. It may still work sometimes, but the sensitivity will be screwed up most of the time.
You can usually tell if the contact is bad just by looking at the sensor through the windshield. Dark=good contact. White or bubbles is bad.
As to how to fix it, there's not really much you can do to modify the clips the clips that hold the sensor on. A new windshield would be best, but seems like there should be an easier adjustment. I've been working on this project myself for the last two weeks with very little success. I'll at least try to upload some photos soon.
