My dealer turned them off in 2002 when I bought the car and they did it to most of their cars, especially with xenons (2002-2003 prices back then too) to conserve the life of the expensive bulbs. It wasn't the law back then, and still isn't the law in the US, so typically it was overridden. A friend of mine worked for a Volvo dealer in Boston back then and they shut off the DRLs in their cars as well. My xenons lasted over 11 years as a result and I just replaced them a few months ago.

I also find that US drivers who have DRLs and do not have auto-headlamp on features oftentimes drive around at night with just the DRLs on, and no tail lights on. This is a lot more dangerous than cars with headlights off during the day. If a car has DRLs, they should have two settings...auto and on, or some sort of "turn headlights on" warning at dusk. VW, Lexus, and Nissan cars are the worst culprits of this.

I think DRLs are great for northern latitudes with lower light levels, particularly in winter months. We don't have that issue in Los Angeles, obviously. I just read a NHTSA did a study and found no benefits to DRLs in the US...Subjective of course, but I don't feel like I've compromised my safety with my DRLs off. My three body shop trips due to accidents over the past 10 years have been people hitting ME, from behind, because they are not paying attention or texting!
