2001 Aero, 200k...noise & smoke = pvc???

Looking at purchasing a 2001 9-5 Aero...automatic, 200k.
The engine makes a "noise" & there's oil dripping from underneath, with "smoke" emanating from the dipstick tube (worse when dip stick removed. The "noise" gets worse under load. There's no oil/coolant contamination.
All this info from the owner, who isn't mechanically inclined. The car is a few hours away & I haven't been able to go look at it in person yet, but from all indications, it seems well kept with highway miles & dealer maintenance (up until GM killed the marque).
I've been pressing the seller for info & he's been pretty accommodating, but hasn't provided enough info for me to make an educated guess (especially about the noise) & obviously just wants the car gone.
So, thoughts please:
- Is the car worth $500 sight unseen (everything non-engine is said to be fine), or would you definitely go pull the valve cover off to look for sludge?
- Is the problem likely sludge &/or pcv related?
- What's the probability the balance shaft chain might've let go & ate a hole through the tc....vs a "simple" pcv issue?
- What are pcv related symptoms?
- Can timing chain (balance shaft &/or cam) replacement be undertaken without pulling the engine? [note; I've had a NG900 timing cover off & removed the balance shaft chain with the engine in place...wasn't fun though]
- What's a salvage yard engine going for nowadays?
- Did I forget anything???
