Do NOT weld in new metal. The latest technique involves using adhesive. It's about $40 a tube but is easier to work with and won't promote further rust. I have experience with this type of repair and highly recommend it. If you have a grinder and can borrow the forming tools this isn't too hard to do yourself, as is building up filler and smoothing it. Once you've got the shape correct, then have a body shop do the final sanding and painting. You'll realize significant savings.
