All rust should be removed as best as possible. Bead blasting works best. When I did the repair on a 944 Porsche I cut away a piece about 8 x 10" and then nibbled the joints so they were lapped. All the coating was ground off the metal. The adhesive tube says it's for "body in white" so there should be NO rusty areas. The repair worked great. There was a light coat of bondo over the seams. My body guy smoothed it, painted it, and voila! Like new. The Dog Leg on the 9-5 is a much more shaped piece and somewhat geometrically challenging but is surely doable with some patience.
See 3M SA9850. It's likely to be available at commercial jobbers that supply body shops. You won't find it at AAP or NAPA. Some people use rivets as an added measure of insurance but my experience is that they're unnecessary.
