Pretty interesting issue. It is very possible you have a throttle body issue but with the lean code and evap code there really is no way to know for sure. And a lean code should never be ignored on a turbo due to leaning the mixture increases combustion chamber temperatures and some bad things can happen to valves or pistons. As well as a lean condition can raise idle.
There are several other inputs that cause the control module to move the throttle blade to increase idle beside the ac. The ones I can think of are rear window defroster, high coolant fan speed, and putting the car in gear. So I would see if any of those cause the same response to your idle speed.
As far as the evap code it can contribute to both of your other codes as purge is used to correct mixture. You state that the purge valve has a signal and that it closes. Does it open when its pulsed?
Back to the lean code you stated you replaced and checked the 4mm vacuum lines. Did you check the brake booster and its vacuum piping? Did you check the Mass Air Flow Sensor? Remember the MAF is a large input to the ecm on how far to open the throttle plate including at idle.
That is all I can think of at the moment but if I think of anything else I will add it. I would chase the other codes especially the lean code before I condemned the throttle body. When I have had throttle body problems related to idle oddities I usually find the p1231 no limp home code present in the ecm. As well as the cruise control holding the speed but creating a surge feeling while driving even before the p1231 shows up.
