Turbo on the way out?

2007 9-5 Aero wagon, 161,000mi on it. I have been having initial start up problems in the morning, usually it only takes one or two crank sequences to fire. This morning it took even more. This past weekend I cleaned the Throttle body(included piezometers) replaced the Crankshaft position sensor, and check compression. The compression is in spec. When I was taking the intake plastic off I notices there was a sheen of oil on the inside. When I run my finger in it it is definitely oil. The aluminum bypass valve tube also had a sheen. Is my turbo going? I have the TD04, which is why I am skeptical of it being the turbo, as I have read that these are much more reliable. No codes, and I did not do a leak down test. Other things to check that would indicate the turbo is going? I don't think i have felt a difference in power, but as it could have been getting gradually worse, I may not have noticed.
