Each and every case of broken studs have their own solutions.
This is what I have been using through all the years.
But if the exhaust manifold have shifted due to the heat, that hole might not be centered over the stud anymore.
You can also take drill bit that precisely fit in exhaust manifold hole and see where on the stud, you make a mark to see if the hole is centered.
I always use a small drill bit after that to make a pilot hole since a small drill doesn't wander around as easily.
